Upon receiving a complaint from the BJP, the Election Commission (EC) instructed the Himachal Pradesh government to suspend the enrollment of new beneficiaries for the Indira Gandhi Pyari Behna Sukh Samman Nidhi Yojana until the conclusion of the Model Code of Conduct (MCC). This initiative, introduced on March 4, entails providing monthly assistance of Rs 1,500 to women aged 18 to 59.

The Chief Minister, Sukhvinder Singh Sukhu, had announced this program as a fulfillment of a pre-election promise made prior to the 2022 assembly elections. However, its implementation during the MCC period has stirred controversy.

According to Maneesh Garg, the Chief Electoral Officer of Himachal Pradesh, the enforcement of the MCC prohibits the addition of new beneficiaries to the scheme and the submission of forms for pension, as they feature the chief minister’s photograph.

The EC’s directive, issued on January 2, stipulates that no new government schemes should commence during the elections. Additionally, the processing of beneficiary-oriented schemes must cease until the elections are concluded.

Certain groups are excluded from the scheme, such as income tax payers, specific government employees, contractual workers, and widows of ex-servicemen.

The political landscape is marked by debate over the scheme. The BJP accuses the Congress-led government of misleading women by incorporating photographs of former Prime Minister Indira Gandhi and the Chief Minister on the scheme’s forms. Conversely, the Congress defends the initiative, alleging that the BJP is obstructing the delivery of financial benefits to women in the state.
